New Jersey Governor, U.S. Congressman. He graduated from the College of New Jersey, in 1850, studied law, was admitted to the bar in 1853 and commenced the practice of law in Elizabeth, New Jersey. He was prosecutor of the borough courts in 1857, Elizabeth City Attorney, (1857-68) and surrogate of Union County, (1862-67). He also was a member of the Elizabeth City Council, (1863-73), presiding judge of Union County Court of Common Pleas, (1868-73) and a member of the commission to suggest amendments to the constitution of New Jersey in 1873. He was elected as a Democrat to the Forty-ninth Congress and served from 1885, until his resignation in 1887. In 1887, he was elected as a Democrat the thirty-third Governor of New Jersey, serving until 1890. During his term, the militia law was improved, a state board of health was formed, and a bureau of vital statistics was organized, as well as a state board of agriculture. After leaving office, he served as vice chancellor of New Jersey State, (1890-95) and was judge of the court of errors and appeals, from 1894, until his death at age 64.
