James Franklin Howard, died February 1 at the age of 93. He was born in Meriwether County, Georgia on March 16, 1906 and moved to Jacksonville in 1925. He served during WWII as a flight instructor in the Army Air Corps. In 1961, he became Airport Manager for the City of Jacksonville, directing construction of Jacksonville International Airport and overseeing the move from Imeson Airport to Jacksonville International. Mr. Howard was appointed Aviation Director for the Jacksonville Port Authority when the City and County merged in 1968.

Mr. Howard was a member emeritus of the Southeastern Airport Managers Association, a life member of the American Association of airport Executives, a member of the Quiet Birdmen, and a life member of the Laurie Yonge Chapter of the Florida Aviation Historical Society. Mr. Howard joined the American Red Cross Volunteer Life Saving Corps in 1928, was Captain of the Corps in 1939, and was President of its Board of Directors 1951-1964. He has been a volunteer for the Community Chest, the American Cancer Society, the Visiting Nurses Association, the YMCA, and the American Red Cross. He served as membership campaign chairman for the YMCA in 1959. He was Chairman of the local chapter of the American Red Cross in 1955 and 1960 and he served on the Southeastern Advisory Council of the National Red Cross. Mr. Howard was active for over 50 years as a Scottish Rite 32nd degree Mason. He was a senior active member of the Rotary Club of South Jacksonville, where he had an 18 year perfect attendance record. Mr. Howard was a charter member of the Isaac Walton League, a life member of the National Knife collectors' Association, and a life member of the National Rifle Association, nominated to the Association's Legion of Honor in 1996.

Mr. Howard was predeceased by his wife of over 60 years, Bettye Naugle Howard. He is survived by a grand-niece, Theresa McMahan (Bill); great grandnieces, Melissa and Jennifer McMahan, all of Neptune Beach; sister-in-law, Mary B. Naugle, Jacksonville; a niece, Claudia Naugle of Atlantic Beach; a nephew, Stanley Naugle of Hilliard; and grand nephews, John Naugle of Durham NC, and Cade Naugle of Jacksonville. Mr. Howard is further survived by cousins in Atlanta and LaGrange, Georgia.

Funeral Services will be held at 2PM, Friday, February 4, in the chapel of the George H Hewell and Son Funeral Home, 4140 University Boulevard South, with Dr. Jack A. Snell, officiating. Interment will follow in Oaklawn Cemetery. Visitation will be Thursday from 6-8 PM at the funeral home. Memorials may be made to the Volunteer Life Savings Corps, American Red Cross, P.O.
