Sarah's husband's sister Emma Pennington-Brown was married to a Josiah Syrus "Joseph" Brown, so Emma's husband is probably the Joseph Brown referred to.
Emma & Joseph also had a Grandson by the name of Joseph Terrance Brown, 1924-2006, but he would not have been around at the time of her "original" burial.
*Does anyone know why she was reinterred?
