US Congressman. Born in New York City, he attended New York City College, graduated from the Columbia Law School, was admitted to the bar in 1877 and commenced the practice of law in New York City in 1881. He was a member of the Civil Service Commission of New York City, (1895-97), plus trustee and vice president of St. Luke’s Hospital, New York City. In 1905, he was elected as a Republican to the Fifty-ninth, Sixtieth and Sixty-first Congresses, serving until 1911. Not a candidate for re-nomination, he continued the practice of law in New York City, until his death at age 84.
