Born on May 2, 1865 in Carthage, Illinois, William M. Bowker became an attorney in his native state before coming to Nevada in 1889. Bowker was a partner with Levi L. Scott in the local firm of Scott and Bowker. In 1893, Bowker married Scott's sister Nadine; both Scotts were children of Judge C.R. Scott of Nevada.

Bowker quickly gained a positive reputation based on his legal skills and by being what today might be termed a "people person"; he was recognized as Nevada's finest attorney. In 1918, Bowker won the local seat in the Missouri State Senate. Touted as a potential candidate for Missouri Governor, Bowker declined the honor, preferring to return to Nevada to spend time with his wife in retirement.
