Son of Andrzej "Andrew" and Mary (nee Rogacki) Cywinski, Poland natives who met and married in Nanticoke, Luzerne County, Pennsylvania, where all their children were born and raised.

Joe moved to Baltimore in apparently the first year or two of the 1920s. There he lived with his grandmother Jozefa Switala Cywinski and his aunt Frances Cywinski Nowak and her marriage family, in the Nowak Family home, prior to marrying.

He was the husband of Martha M. Grabowski Cywinski, whom he met and (circa mid June 1921) married in Baltimore, where most of his numerous paternal side close relatives (grandmother, four aunts, an uncle, and their families) lived.

Father of Martha M. Cywinski Alex (wife of John J.), Daniel J. Cywinski (husband of the former Mary Lou Murphy; the couple divorced), and Raymond J. Cywinski (never wed).

Joe was a barber in Baltimore. However, from the work he had done in Pennsylvania in earlier life, he eventually died the result of coal miner's asthma.
