Frank was one of three children born to John W. Lynch and Effie May Broshears. Frank's mother died when he was only five years old. His father placed the three children (Frank, Grace and Gilbert) into the care of Effie's sister, Ella Palmer. It is believed that John died when Frank was a teenager. John's burial place is unknown at this time.
Frank was preceded in death by his wife, Cuma "Leona", his brother Gilbert and his sister Grace. He was survived by several nieces and nephews.
