Albert grew up in Peekskill, NY. At age 15 he was a clerk in a store in Bayonne, NJ; he was a student at Peekskill Military Academy in Peekskill, NY, in 1888; he later did office work for an insurance company, Western Electric, and Union Stove Works in Peekskill (his father worked there); and during 1896-1900 he was a bookkeeper for the Daily Democrat in Peekskill. He became Village Clerk of Peekskill in 1900 and was Commisisoner of Finance of the now City of Peekskill when he retired in 1941, having been supported by both parties in most of his elections. His first marriage to Ellen J. Durning (1874-1904) yielded a daughter, Helen Leanore (dates unknown) and two sons, Charles Albert (1900-1986) and George Durning (1902-1969); and with Grace M. Hilliard (1878-1959) he fathered two more sons, Edward James (1911-1975) and Harold Hilliard (1915-1945; killed during the Battle of the Bulge).
