US Congressman. He was educated in Madison, studied law, and became an attorney in Hamilton, also serving in several local offices, including Postmaster. During the War of 1812 he was a Sergeant in the 129th Regiment (Farnham's), New York Militia. In 1817 he was a founding partner of the Hamilton Recorder, a weekly newspaper that covered Madison County. Stower was Judge of the Madison County Surrogate Court from 1821 to 1827. In 1826 he was a successful Jacksonian candidate for a seat in the US House of Representatives and served one term, 1827 to 1829. After leaving Congress he accepted appointment as US Attorney for southern Florida Territory, based at Key West, where he served until 1830. He then returned to Hamilton, where he resumed the practice of law, also serving in the New York Senate from 1833 to 1835. He later resided in the town of Sullivan, and when the village of Chittenango was formed, he served as its President from 1847 to 1848.
