Communications Engineer. He was born in Monrovia, graduated from Liberia College High School, attended college in England, studied telecommunications engineering at the Technical College in Eindhoven, The Netherlands, and pursued additional studies in the United States. In the early 1950s he was recruited by the Liberian Government Radio Service, now the Liberia Telecommunications Corporation, where he spent most of his career. In the 1950s and 1960s he was the key engineer who set up Liberia's frequency registration and allocation administration. Following Liberia's 1980 coup d'etat he joined Geneva, Switzerland's International Telecommunication Union (ITU), where he worked until his 1996 retirement. Sewell was an amateur radio operator, and one of the organizers of the Liberia Radio Amateur Association (LRAA), serving as its first President from 1962 to 1970. He died at his home in Sinkor, near Monrovia.
