When he was born, Anaheim was in Los Angeles County. Now it's in Orange County. His birthplace is based on his family's 1880 census in Anaheim and his sister's birthplace from 1878 in her funeral records.

FRED R. HIGGINS DIES HERE ON SUNDAY
Fred R. Higgins passed away on Sunday after a long illness, the last weeks of which were spent in a hospital. He was twenty-seven years of age, and leaves a number of relatives. He was a barber by trade, and had many friends here. The funeral will take place at two o'clock this afternoon from Moke & Ward's Chapel. The Rev. Peter Colvin will officiate.

It appears that he shares the same wooden marker with his mother Ada and maternal half brother Walter Willis Wells. Despite its deterioration you can still see GGNS 09 and WELLS 1940 inscribed. Both Ada and Fred's burials are listed in the same section according to the cemetery book. In the book, it says "no marker 9/96" for Fred Higgins which is an error. His half brother Samuel Ellis Wells is buried in Rural Cemetery, but we do not know for sure his location. It's likely it's with his family, but no source to prove that.
