Billy was born near Chattanooga, Tennessee, and came with his parents to Dallas County, Missouri, when he was quite young. He married Lizzie Jump there in 1886. They later divorced and Billy went to live with his aunt Plemela (Richey) Campbell. After coming to Oklahoma, he married Lula Alice Simpson at Webbers Falls. They had 12 children: Jefferson (1896-1896); Mary Margaret Teresa (1897-1966); James Francis (1899-1991); Virginia Mae (1902-1989); Lily Cumi (1904-1985); William Oscar "Pete" (1907-?); Cecil Walter (1909-1982); Alva Oran (1911-1980); Orval Davis (1913-1985); Glendola Faye (1915-2006); Helen Marie (1917-1971) and Opal Etola.

Billy died from pneumonia after a horse and buggy trip to see his mother at Jennings.

Before his death, he had made arrangements for the younger children to live with family members until they were grown.
