Taylor, as his granddaughter Evie Saffold Gentry, referred to him as, was born in November 1859 to William Dail Hughes and Jane Carden Hughes in Georgia. It is assumed that his was born at Troup County, Georgia, since his mother was from there. It is evident that the Hughes family was living in Alabama prior to his birth.

In July 1860, Taylor was the only child to his parents and they were living in Talladega, Alabama in the Northern Division. As war broke out in the United States, his father, William Dail Hughes enlisted in the 31st Alabama Infantry, Co. F and went off to war. On Christmas Day 1865, Hughes died at Camp Chase in Columbus, Ohio, leaving behind a young widow and son.

On 21 February 1878, Taylor married Catherine Carie Weed, daughter of Andrew J. Weed and Elizabeth Lucinda Weed.

They proceeded to have six known children: Seaburn William Vanderver Hughes, Manson Vanvern Hughes, Tilithy Jane Hughes, Mary Elizabeth Frances Hughes, John Willis Hughes, and Anna Bellee Hughes.

After the births of their children, Taylor and his family moved to Buckhorn, Goodwater, and Fayettville, Alabama before finally settling in the Peacburg community, northwest of Anniston, Alabama sometime before 1920.

On 20 June 1929, Taylor passed away in Ohatchee, Alabama leaving behind a wife, six children, and a large number of grandchildren. He was later laid to rest at Cane Creek Cemetery, near his home at Peaceburg.
