Maine Governor. In 1862 he enlisted for the Civil War as a Private in Company B, 23rd Maine Volunteer Infantry. He reenlisted in a new regiment after his enlistment expired, and had attained the rank of First Lieutenant by the end of the war. After the war he studied law, attained admission to the bar in 1868, and established a practice in Portland, Maine. He served in the Maine House of Representatives from 1876 to 1877. From 1877 to 1879 Cleaves was Portland's City Solicitor. from 1880 to 1885 he served as Maine's Attorney General. In 1892 he was the successful Republican nominee for Governor and served two terms, 1893 to 1897. After leaving office he returned to practicing law in Portland. The law library Governor Cleaves and his brother Nathan donated to the Cumberland County Bar Association still operates in Portland as the Nathan and Henry B. Cleaves Library, a non-profit corporation.
