He was the son of Reuben Miller and Mary Hedges Miller.
On November 22, 1866 as Joseph N. Miller, he married Ellen C. Comstock at Manhattan, New York. The ceremony was performed by Rev. F. Vinton.
She was the daughter of Captain Joseph Comstock, captain of one of the vessels of the Cunard line.
She died about a year after their marriage in 1867.
On the evening of Tuesday, November 13, 1877, he married Helen Wills at Christ Episcopal Church in Baltimore City, Maryland.
They were the parents of one daughter, who died in England during the jubilee festivities in 1897.

Commanded the Pacific Station During the Spanish War
The Navy Department is informed that Rear Admiral Joseph N. Miller, United States Navy, retired, died at Brick Church, New Jersey, last night.

Admiral Miller was born in Springfield, Ohio, November 22, 1846 and entered the naval service as a Midshipman October 1, 1851, graduating from the Naval Academy June 10, 1854. He was promoted to Past Midshipman November 22, 1856; to Master January 22, 1858 and to Lieutenant February 19, 1860. During the Civil War he served in command of the U.S.S. Perry 1861; on the U.S.S. Cambridge 1861-1862; at Naval Academy 1862; was promoted to Lieutenant Commander July 16, 1862; served on the U.S.S. Passaic 1862-1863; on the U.S.S. Sacramento, September to October 1863; on the U.S.S. Sangamon, October 1863 to June 1864; on the U.S.S. Monadnock, August 1864 to January 1865; at Naval Academy January 1865 to September 1867. He was promoted to Commander January 25, 1870; to Captain May 28, 1881, serving in the latter grade in command of the U.S.S. Wabash and Tennessee; as Captain of the Navy Yard, New York, New York; in command of the U.S.S. Chicago and Vermont; was promoted to Commodore April 16, 1894; Commandant of Navy Yard, Boston, Massachusetts, August 27, 1894 to May 5, 1897; was promoted to Rear Admiral March 21, 1897; in command of the United States Pacific Station August 14, 1897 to October 15, 1898 period of Spanish American War. Rear Admiral Miller was also naval representative of the United States Government at the queen's jubilee in England in 1897. He was transferred to the retired list of officers of the Navy from November 22, 1898, upon reaching the statutory retirement age of sixty-two years and had performed no active duty since the date of his retirement.

Military Escort and Usual Honors Are Accorded Dead Naval Officer
Funeral services for Rear Admiral Joseph N. Miller, United States Navy, retired, were held yesterday. Burial was at Arlington National Cemetery. The funeral procession formed at Union Station following the arrival of the 1:33PM train from Newark, New Jersey, which brought the body to this city.

The escort consisted of four companies of Marines, one company of bluejackets and the bank of the U.S.S. Dolphin. Rear Admiral J.N. Hemphill commanded the escort and the pallbearers were Rear Admirals W.H. Emery, Frederick Rogers, W.H. Brownson, R.B. Bradford and George C. Remy and Brigadier General G.C. Reid, United States Marine Corps. At the grave the usual military honors were accorded.
