He was the son of William B. Rochester and Amanda Hopkins Rochester.
On June 19, 1862 as William B. Rochester, he married Anna L. Martin at the First Presbyterian Church in Albany, New York. She was the daughter of Henry H. Martin of Albany, New York.
They were the parents of four children.

Apoplexy Carries Off Former Paymaster General
Brigadier General William Beatty Rochester, United States Army, retired, formerly Paymaster General, died at 2 o'clock this morning at his home, 1320 18th Street. The immediate cause of death was apoplexy.

General Rochester had been ill about three weeks, having contracted a severe cold while at his summer home at Vineyard Haven, Massachusetts. The cold was the forerunner of more serious ailments, finally ending in a stroke of apoplexy, Monday night, from which he failed to rally. The funeral will be held from St. Thomas' Episcopal Church, 18th Street near Dupont Circle, at 10 o'clock Saturday morning. Interment will be with military honors, in Arlington Cemetery.

General Rochester was more than eighty-three years of age, having been born at Angelica, New York, February 15, 1826. He was the son of William B. Rochester, formerly member of Congress from New York and judge of the circuit court of that state. General Rochester's grandfather, Nathaniel Rochester, founded the city of Rochester, New York, which is named in his honor.

As a youth General Rochester was in business in Buffalo, New York, but on the discovery of gold in California he went there in 1850, by way of the Isthmus of Panama and became agent of the Wells Fargo Express Company at Sacramento. He returned to New York in 1860 and a year later, on the outbreak of the Civil War, was appointed an additional Paymaster of Volunteers with the rank of Major, serving until 1868, when he was transferred to the regular army as a paymaster with the same rank.

He was stationed in Washington, D.C.; Santa Fe, New Mexico; Atlanta, Georgia; Louisville and Newport Barracks, Kentucky, until 1882, when he was promoted to the Paymaster General of the Army and came to Washington, where he has lived ever since. He was retired from active service in 1890, having reached the age limit.

In June 1862, he married Anna Lawrence Martin, daughter of Henry H. Martin, banker of Albany, New York and she died in this city in April 1905. Four children – Annie Rochester (1864-1916) of Litchfield, Connecticut; Major William B. Rochester Jr., Paymaster, United States Army, now stationed in this city; Henry M. Rochester of this city and Mrs. Alice Fenton, wife of Captain C.W. Fenton, 2d United States Cavalry, a member of the staff of General Fred D. Grant at Chicago – survive him.
