Willis was born at Milton, North Dakota. On June 16, 1925 he married Mildred Kolmen of Park River. To this union, a daughter, Marjorie, was born on December 12, 1928. Marjorie married Donald Cote of Willow City. Willis moved his family to Bottineau County in the spring of 1929. He lived on the Dan McCann farm, later moving into Omemee where he lived until 1934. Willis and Mildred adopted a son, Joe. Willis rented land and later bought the Annie Kippen Braun farm, where he lived until his death in 1972.
