TR Swing II, 73, of Livermore, CA, died on the evening of October 8, 2009.


He was born April 28, 1936 in San Diego, California, the eighth generation of Swings to reside in the United States.


TR married Diana J. (Hada) on November 17, 1962 in San Diego. Their final move was made in 1974 when they bought a home in Livermore, California. He is survived by his wife, Diana; two brothers, Timothy Swing of El Cajon, and Thrace Swing and wife Donna of La Mesa; and nephews and nieces.


TR faithfully served the United States Army, California Army National Guard, and California State Military Reserve. TR enlisted as an AAA Gun Crewman in Btry D 746th Artillery 1954 as SFC. TR graduated from Officer Candidate Class of 1956. He was commissioned December 17, 1957, as 2nd Lt. During his career, he served in HQ 1st and 4th Bn 149th Armor in Salinas, HQ 91st USA Maneuver Training Command at Camp Parks, HQ 91 Div. at Fort Baker, and HQ 351st Civil Affairs Command at Mountain View.


TR's military awards included the Legion of Merit, the Meritorious Service Medal, Army Commendation Medal, and Army Achievement Medal. Colonel TR Swing II retired in 1996 with 32 years of service. TR continued to serve his country as a Department of Army Civilian. He developed and operated the Disaster Response Planning Desk at HQ 6th U.S. Army. He managed the Plan for DOD Disaster Response that assisted civilian emergency functions through FEMA during earthquake response and recovery after the Loma Prieta earthquake. TR's name is listed on the Masthead as a contributor to the Loma Prieta Hazard Mitigation report published by FEMA.


TR developed the first Urban Search and Rescue Plan for DOD to assist civilian emergency functions through FEMA during earthquake response and recovery after catastrophic disasters. He interfaced with all DOD (Army, Marine, Navy, Air Force, and Coast Guard Activities) and with all State Emergency Operation Centers in the 12 Western CONUS States. TR completed his Civilian career at McClellan Air Force Base Protocol Department dealing with VIP's as they were preparing to close the base. Upon retirement, he received the Outstanding Civilian Career Service Award.


He is a member of The Native Sons of the Golden West, Livermore Eagles Aerie #609, Charter member of Tri Valley Moose Service Center #2521, dual member of Oakland Moose Lodge #324, Life Member of Willow Glen Masonic Lodge #399, and Life member of Livermore-Pleasanton Elks Lodge #2117.


Graveside Memorial Services and Full Military Honors will be held at 11:00 a.m. on Tuesday, October 20, 2009 at Greenwood Memorial Park, San Diego, California.
