Phil D. Beall, 73, St. Augustine, died Aug. 18, 1997, at his home. He was born in Hedgesville, W. Va., and he was a veteran of World War II and the Korean War, retiring as a master sergeant. During his service, he received 22 individual U.S. Army medals, including the Silver Star, the Bronze Star, two Purple Hearts and the Department of Defense Joint Commendation Award for humanitarian effort while stationed in Africa.
Beall served as principal of an elementary school in Berkeley County, W. Va., and taught for one year at West Virginia University, where he received a bachelor of arts degree in economics, and for four years at Potomac State.
He served as executive director of the St. Augustine YMCA for 24 years, retiring in 1989. He was a driving force behind the founding of the St. Johns County Sports Hall of Fame. He was the president and founder of the Sports Club, founder of the St. Augustine Stamp Club, and a member of the St. Johns County Recreation Board. Last year he founded the St. Augustine-St. Johns County Sports Club Scholarship Fund.
Beall was also a former member of the Kiwanis Club and of the Elks Lodge No. 289.

Graveside services were held today at 2 p.m. at San Lorenzo Cemetery. Flowers are gratefully declined.

He is survived by his wife, Joan; three daughters, Frances Beall, St. Augustine, Molly Gorny, Houston, Texas, and Anne Beall of Tampa; a son, Ted Beall, Melbourne; a sister, Eleanore Perkins; a brother, Campbell Beall, Martinsburg, W.Va., and four grandchildren.
