There was a break in the case when in 2006 when a former Franklin man admitted to a Florida sheriff that he was with Kathy the night she died.
But the man, Edward Dukette, a sex offender who served time for rape, died in August and retracted his confession before his death.
Dukette had rented from Kathy's father at the time.
Her father had also been on a Jury that convicted Dakette's brother for a crime.
