When Mother Mary Medulpha Ebner was elected Commissary General in Milwaukee, the Sisters in the East turned to Mother Philemon to take her place in Baltimore. When her twelve years as Provincial came to an end, she was succeeded by Mother Mary Myles Carton.
Mother Philemon was a native of Baltimore and, following the death of her own mother, she was raised by the Sisters on the campus of Notre Dame of Maryland.
Following the death of Mother Myles in 1952, Mother Philemon led the Province until the election of the Tenth Provincial, Mother Mary Vitalia Arnold.
Mother Philemon's funeral Mass was celebrated in the Cathedral of Mary Our Queen.
