Henry Richardson Labouisse, a former US Ambassador to Greece who headed the United Nation's Children Fund for fourteen years, died of cancer Wednesday, UNICEF officials announced. He was 83.

He was appointed executive director of UNICEF in 1965 by U Thant, who was the UN Secretary General. UNICEF won the Nobel Peace Prize in his first year in office. He retired in 1979.

Mr Labouisse, a native of New Orleans, practiced law in New York until World War II, when he served with the US Government's Division of Defense Materials. He later helped set up the postwar Marshall Plan for aid to Europe, heading the program's Paris office in 1953-1954.

Between 1954 and 1958, he was the Director of UN Palestine refugee relief.

He was US Ambassador to Greece from 1962 to 1965.

Mr Labouisse's first wife, Elizabeth Scriven Clark died in 1945, In 1954, he married Eve Currie, journalist, author and youngest daughter of Pierre and Marie Currie, the French scientists.

He is survived by his second wife, a daughter by his first marriage, and four grandchildren.
