From Harvard Law School, William was admitted to the Grafton County Bar in 1841. He had a law practice in Littleton from 1843 to 1846 and then at Lancaster from 1846 until the time of his death. Among his many achievements there were: Solicitor of Coos County, 1848-1853; State Senator, 1856 and 1857; delegate to the Constitutional Convention, 1876; delegate to the National Convention, 1860; Democratic candidate for Congress, 1859, 1861 and 1863. He was of the law firms of Burns & Fletcher, 1849-1866; Burns & Heywood, 1868-1876. Being an able advocate he was a man of recognized talent and integrity. He died of a severe illness.
William married, on April 25, 1843, Clementine E Hayes, the daughter of Lyman Hayes of Orford.

He was born in Plymouth about 66 years ago, and was educated in the old Plymouth Academy, graduating at Dartmouth in the class with Hon Harry Bingham. He was solicitor of Coos county and was elected to the State Senate by the Democrats. In 1860 he was one of the delegates to the famous Baltimore national convention, and was an ardent supporter of Douglas. He ran for Congress, and was defeated by James W Patterson. In 1870 he participated in the last State Constitutional Convention as a delegate from Lancaster. He was at one time prominent in Odd Fellowship, and was a Masonic Past Master. He leaves a widow. He was one of five children born to them. He graduated from Dartmouth College in 1841 and was admitted to the Grafton County Bar that same year. He practiced in Littleton from 1843 to 1846 and in Lancaster from 1846 until his death. He was Coos County Solicitor from 1848 to 1853, State senator for 1856 and 1857, a delegate to the Constitutional Convention in 1876, a delegate to the National Democratic Convention in 1860, and a Democratic candidate for Congress in 1859, 1861, and 1863.
