The Mayor's Office, Atlanta, Ga., September 22, 1903.--To the Members of the General Council of the City of Atlanta, Ga. Gentlemen: It becomes my painful duty to notify you of the death of Hon. Stephen Terry Biggers, M.D., one of the pioneer citizens of the city of Atlanta, which occurred at the residence of his nephew, J. M. Biggers, of Cornelia, Ga., Monday morning.

Dr. Biggers was the oldest physician in Atlanta, having settled here in 1843, when the city was known as Marthasville.

He was one of the first mayors of Marthasville and discharged the duties of that office with credit to himself and the community. He was also a member of the city council of Atlanta during the years 1850, 1876, and 1877, and at the time of his death was the oldest councilman of Atlanta.

He was beloved, honored and respected by all who knew him, and I request your honorable body to meet at his late residence, 98 Luckie street at 3:30 o'clock tomorrow (Wednesday) afternoon to attend the funeral and pay our last respects to one who had devoted so much of his life to the health, happiness and prosperity of our city.
