Andrew was the first son (and second child) of Russell Broaddus and his wife Julia Duncan Ely.
After serving in the Navy in World War I, he attended Centre College in Danville, Kentucky. He did not graduate and left after two years in 1921 to work in his family's laundry business.
Andrew married Elizabeth Bland Robertson, daughter of William W. and Margrette Robertson, on September 24, 1924 in Norfolk, Virginia. They had three children, Elizabeth, Julia and Andrew Jr.
By 1930 he was Vice President of his family's business. He was elected to the Board of Alderman in 1933 as a Democrat, and Mayor of Louisville in 1953. In 1955, he signed an order officially ending racial segregation in Louisville's public parks and pools.
After his term as Mayor ended in 1957, Andrew served as chairman of the Urban Renewal Advisory Committee and city civil-defence director starting in 1969.
Andrew died of a heart attack on September 7, 1972 and was buried two days later in Cave Hill.
