Cecil was born in Hubbard, Texas, to the late William Wesley Lipsey and Elizabeth Emma Lipsey. He was saved and baptized in 1924. He married Ethel Graves on April 23, 1927, and to this marriage three sons were born, Bill, Bob and Roy Lipsey. Cecil worked for the railroad 38 years, retiring Aug. 1, 1974. On May 4, 1991, he married Helen Gaylor and became stepfather to three girls and four boys. Some time later, Cecil and Helen moved their memberships to Beverly Hills Baptist Church.
He was preceded in death by his first wife, Ethel, on July 4, 1988; his oldest son, Billy Ray Lipsey; stepson, Legene Gaylor; and eight siblings.
He is survived by his wife, Helen, of Waco; sons, Bob Lipsey and wife, Peggy, of Round Rock, Roy Lipsey and wife, Alice, of Waco; and daughter-in-law, Lil Lipsey, of Waco; 11 grandchildren; numerous great-grandchildren, great-great-grandchildren, and nieces and nephews, all who loved him dearly.
Pallbearers are grandchildren and a nephew.
The family would like to say "Thanks" for the wonderful help and care from the loving staff at St. Catherine Center and the nurses and staff on Third Floor North at Providence Health Center.
