Leroy, or Roy, as he was known to his family and friends, was born on a tobacco farm in Windsor Locks, Connecticut, the youngest son of Thomas and Lydia Baisley. When he was four years old, the family moved to Sunnyvale, a small town in California's rural Santa Clara County that was best known for its numerous fruit orchards and Libbys Cannery.

Roy attended grammar and highschool in Sunnyvale. In early 1945, he enlisted in the Merchant Marines. Following his discharge from service, he returned home to Sunnyvale where, on March 7, 1947, he married Mary Louise Tone. The couple added two sons to their family, Michael Lee in December, 1947, and Patrick William in 1954, and remained in Sunnyvale until 1971, when they moved to South Lake Tahoe, California.

For the next several years, Roy and Marylou owned and operated the El Nido motel. By 1980, they had sold the motel and purchased a laundromat, which they operated until their retirement.
