Cleo was born in Ada, Pontotoc County, Oklahoma to Charles Willard Adams and Julia May Proffitt. She was the 5th of 9 children. At some point prior to 1920 her family moved to Texas where they are listed on the census for Grayson County, Texas. By 1930 her family had moved into Baylor County, Texas and then settled in Vernon, Wilbarger County, Texas. Cleo married Ruben Bueford Durr 25 Jul 1930 in Wilbarger County, Texas.
