Dr. James Willis Albert was born in 1852 in Atlanta, Georgia. He and his family were there during the attack on the city by Union soldiers during the Civil War. Dr. Albert was well known in the Democratic Party in Childress County, for he served as a delegate to the conventions, and was also chairman of the local and county conventions. He was a member of the Methodist church, was a Knights Templar Mason and a Shriner. He was married to the former Miss Eunice Sappington.

Arriving in Texas in 1883 after his graduation from the Southern Medical College in Atlanta, Georgia, Dr. James Willis Albert came to Childress County from Aledo, Parker County, Texas in 1887. He played a prominent part in the county's History. Serving continuously in the medical profession. For several years he was the surgeon for the Fort Worth and Denver City Railway Co. Not only was he one of the organizers and the first president of the Childress County Medical Society, he was also one of the founders and president of the Panhandle Medical Association. He started the first drug store in Childress which was located on Main Street.
