U.S. Congressman. Moving to New York City in 1820, he became successful in business as a shipping merchant by 1831. Entering politics, he was elected as a Democrat to the Twenty-seventh Congress, serving 1841-43. An unsuccessful candidate for reelection, he was appointed by Secretary of State John C. Calhoun, dispatch agent for the State Department at the Port of New York and reappointed to the position by Secretary of State James Buchanan, serving 1844-47. He was elected Mayor of New York City, serving 1855-58, 61-62. In 1863, he was elected as a Democrat to the Thirty-eighth Congress, serving until 1865, reelected to the Fortieth and to the next seven succeeding Congresses, serving until his death.
