He received his early education in the Wilmington Public School System and also in Providence, Rhode Island. Charles loved music and sports, his favorite team was the "Cowboys"

He is the son of Veronica L. Brown and brother of Lamont K. Harrigan and Leon R. Harrigan.

He is also survived by 2 aunts, Ruth S. Young and Martha Ross; 2 uncles, David Harrigan, Jr. and Donald E. Harrigan; 1 Godsister, 4 nieces, 4 nephews, and a host of cousins, other relatives and friends.

Funeral 11 am, Thursday, February 18th at CONGO FUNERAL HOME, 2317 N. Market Street. Viewing 10-10:45 am only. Private Burial.
