George C. Butler was the son of famed Kansas abolitionist, the Rev. Pardee Butler and Sybil Carleton Butler. He was born in Iowa and raised in the village of Pardee, Atchison County, Kansas. After suffering through the ravages of the border war with his family, Charles Butler became a prosperous farmer and cattleman and served as a county commissioner. He later served as a justice of the peace for Highland township, Morris county.

George, Butler, whom the Republicans renominated for county commissioner, is closely identified with the interest of Atchison county. As county commissioner he has proved a careful guardian over the people's interests scrutinizing and painstaking. He is a clean man in every sense of the word and is held in high esteem by all his neighbors and by all who have had business before the board during his service. He is a son of the late Pardee Butler, who in his day was on [sic] of the foremost citizens of Atchison county.
