Washington. Oct. 2 -- The death of Col. William B. Cowin of the army quartermaster corps, at New Orleans, was reported to the war department today. Born in Cleveland, in 1874, he served in the Spanish war as a commissary captain and the next year was appointed a second lieutenant in the regular cavalry and served in the Philippines.
