Julia Mitchell was born in Kingston, Jamaica, the middle daughter of seven children. Her father, who was born in Trinidad, moved to Jamaica when he took a post in the British Colonial government there. When Julia was 11 the family moved to Brooklyn, New York, where her mother and sisters opened a millinery shop. In Brooklyn she met a young man who was stationed at the Navy Yard, Edwin Joseph Dowling. He soon feel in love with her beauty and kind nature. They were married on December 5, 1900 and remained united until her death in 1962.

After their marriage the Dowlings moved to Edwin's hometown of Washington, DC, where they raised four children: Edwin, Jr., identical twins Mildred and Leona, and Harold. Julia obtained her nickname "Mama Doody" from Mildred's son George who, as a child, had difficulty saying "Mother Dowling." Her children and grandchildren adored her. She had smiling brown eyes, and the trace of a soft British accent could be heard in her speech. Born on July 5, she called herself "a late firecracker." Her home was graced with a beautiful rose garden. After she died of a stroke, her husband never fully recovered from her loss. They rest together in eternal peace in Arlington National Cemetery.
