US Congressman. Represented two different Pennsylvania Districts in the United States House of Representatives on four different occasions. First elected to represent the 11th District twice, serving from 1913 to 1917, then from 1919 to 1921. Elected then to represent the 12th District, serving from 1923 to 1925, then from 1927 to his death in a Panama Canal Zone in 1929.
