Arthur William Fischer graduated from the first class of the State Highway Patrol in October of 1931. At that time, the State Highway Patrol was part of the Texas Highway Department.

On January 18, 1932, on his 25th birthday, Patrolman Fischer became the first State Highway Patrolman to lose his life in the line of duty. He died of head injuries suffered when, while on patrol, his motorcycle struck a horse that had wandered onto the road.
