He was born in Waterbury, Conn. to the late Jewett Douglas Bird Sr. and Ella Thomas Bird.
James retired as the Deputy State Superintendent of N.J. Weights and Measures in 1983, after 37 years of service.
He was a combat veteran of World War II, having served with the 45th Infantry (Thunderbirds) Division in North Africa and Europe.
James was awarded the Silver Star, Purple Heart and Battle Stars. He also received the New Jersey Distinguished Service Medal. Having personally witnessed the horrors of the Dachau concentration camp, he was active with other veterans refuting those who deny the Holocaust ever occurred.
James also was active with the Burlington County Boy Scouts, and was awarded the Silver Beaver.
He was a life member of the New Jersey State Policeman's Benevolent Association, past commander and life member of the Disabled American Veterans Burlington County Chapter 27, 45th Infantry Division Association, Oklahoma City, a life member of the Anzio Beachhead Veterans of World War II, Inc., and a life member of The Welsh Society of Philadelphia, and the National Welsh-American Foundation.
He was the father of the late John Anderson Bird.
He is survived by his loving wife, Ann Bird (Hays); his son, Lt. James A. Bird, of Waldorf, Md; two brothers, Thomas H. Bird of Mount Laurel, and J. Douglas Bird Jr. of Basking Ridge, N.J.
A memorial service will be held at 11 a.m. Saturday, at Cathedral of the Woods, 100 Stokes Road, Medford Lakes. Interment will be in Brig. Gen. William C. Doyle Veterans Memorial Cemetery, Arneytown.
