One of seven children of Frances Elizabeth Shank (1888-1961) and George Carlyon (1872-1944). She grew up on a farm and went to school in Wilkes County, Georgia with her siblings James Bradshaw, Henry P., Frances Elizabeth, Mary George, and Ida Lois. An older sister, Mary Louise, died when less than year old, before Mildred was born. The family moved to Jacksonville around 1930 and rented a house on Laura Street. Mildred went to high school at Andrew Jackson. She met Haydon Burns, who also went to Andrew Jackson, and they married June 16, 1934. Their first child, Mildred Eleanor, was born in 1941 and their other child, William Haydon, was born in 1944. The family bought a home in the San Marco area of Jacksonville. She was active in the childrens' activities, serving as president of the PTA at Southside Grammar School. She participated in numerous other social and civic organizations and was first lady of Florida 1965-1967.
