Son of William Garnett and Minerva McKendree Colley. Seth married Lucy Jane Nimmo in 1859 but she died within a year with no children.
He enlisted in Co. F, 20th Tennessee Infantry CSA on Sept. 25, 1861 in Nashville and fought at Fishing Creek and Shiloh. He also participated in the 1862 campaign to defend the Mississippi valley and fought at both Vicksburg and Baton Rouge. In December 1862 he took leave of the infantry and enlisted for the war in Co. B of the 9th Tennessee "Ward's" Cavalry, CSA. He fought under John Hunt Morgan at Murfreesboro and was captured near Lebanon, Tennessee on Apr. 5, 1863, paroled, and sent to City Point, Virginia where he was exchanged on May 5, 1863. He rode with Ellis Harper's Partisan Ranger Company before joining Forrest's Cavalry Corps. Under Gen. Nathan B. Forrest he fought at Paducah, Brice's Crossroads, and at Tupelo. Pvt. Colley surrendered at Citronelle, Alabama with Co. B, 15th Tennessee Cavalry and was listed on the roll of Co. C, 2nd/21st Tennessee Cavalry when paroled at Gainesville, Alabama on May 11, 1865.

In January 1866 Seth married Elizabeth Fidelia Smith, the daughter of Dr. James Madison and Margaret Ann Sands Smith. The union produced nine children. Colley had a farm near Cedar Creek in Wilson Co., TN. Seth then was engaged in the produce distribution business and he moved to Nashville in 1889. He was an active member of the Frank Cheatham Bivouac No. 35 UCV at the time of his death.
