During World War I, Campbell went to Washington where he served on a committee to purchase recreational and athletic equipment for the army. He returned to Akron in 1919 and served as manager for the Akron Home Owner's Investment Co., which was instrumental in developing the Firestone Park neighborhood.
A Republican, Campbell was selected City Manager of Akron, working in tandem with Mayor Daniel Rybold, on January 15, 1992. He served only nine months, resigning in September of that year to become assistant treasurer of the Firestone Tire and Rubber Company.
Homer married Lottie Adell Durbin on February 7, 1910. The couple had no children.
After his retirement, Campbell made his home in Stow, and in 1939 he donated 20 acres of land in Stow for the creation of Adell Durbin Park, which was named for his mother-in-law. A lodge in the park was later named Homer Campbell Lodge in his honor.
His wife died in January of 1939, and Campbell followed 4 months later, suffering a sudden heart attack while visiting a friend in Cleveland.
