Frances Edwards was the daughter of John Thomas "Tom" Edwards and Sarah Dotson Edwards. Her parents were born in Tennessee. Records indicate they married April 9, 1973 in Decatur County. Within a few short years, they migrated to Sebastian County, Arkansas.

In 1880, her mother passed leaving her father to raise Frances and her sister. March 17, 1889, her father married Virginia Lee Woods in Sebastian County. Five children were born from her father's marriage to Virginia: Dovie, Dora, David, Dolphus, and Delmar.

Frances Edwards became the wife of Ollie Lee Bugg. They married December 19, 1895 in Sebastian County, Arkansas where Ollie farmed. From their union five children were born: William Scott, Sudie Elizabeth, Lillian Mildred, Clyde Raymond, and Ollie Eugene.
