She was born in Delmar, Delaware on February 10, 1908, the daughter of Lelia Hitchens Freeny and E. Edwin Freeny. She was a graduate of the University of Maryland, where she was a member of the Kappa Kappa Gamma Sorority. She was a member of the Eastern Shore Chapel Episcopal Church of Virginia Beach and the Army-Navy Chapter of the DAR. She was preceded in death by her husband, Joseph C. Burger, Lieutenant General, USMC (Ret). She lived in a wide variety of places including Shanghai and Peking China, Guantanamo Bay, Cuba, Camp Pendleton, California, Washington, D.C., Parris Island, SC, Camp Lejeune, NC, and since 1960 the Norfolk/Virginia Beach area.
