I found a Samuel Parr on the 1790 Census in Westmoreland County, PA. Fayette County was formed out of Westmoreland County way after 1858.

Mother: Sarah LEONARD b: 15 OCT 1759 in Pennsylvania

"Samuel Parr (above) was born in Ireland on February 28, 1758. He married Sara h Leonard in Pennsylvania. In 1801 they came with their (9) nine child ren to Licking County, Ohio, being the first white settlers in Newark T ownship."
"Among the early settlers in this township, in addition to those names w ere.....Samuel Parr....."
"....Richard Parr,.....Samuel Parr,......built and occupied cabins in N ewark this year [1801]......"
"There were three Parr families who settled in Licking Co. before 1820 b ut the relationship between them, if any existed, is not known. The fi rst Parrs were two brothers, Samuel and John, sons of Richard and Judit h Parr of Fayette Co., Penn. Samuel with his family arrived in 1802; J ohn with his family arrived in 1809.....In the spring of 1803, Samuel a nd Sarah (Leonard) Parr bought lot #73 located on the northeast corner o f 2nd and E. Main St. for which they paid 50 cents with the stipulation t hat they keep the street free of grass and weeds. In 1809, they bought 2 50 acres in Licking Twp. on the west side of the 'Old Plank Road' (Jack sontown Pike) between the Grove and Baptist cemeteries. His first hous e was of frame which was still standing in 1930; his second house was b rick and is still in use today. This home was left to his youngest son , William Smith Parr who sold it in 1846....Sarah died 1843; Samuel die d 1844, buried in Baptist Cemetery along with other members of their fa mily...."
"Hill's History of Licking County, Ohio (which was formed from Fairfiel d County) states that Samuel Parr was the first settler of Newark Towns hip, Licking County, and that he settled there in 1801, on the Licking b ottoms, just below the junction of the North and South Forks of Licking C reek. This spot proved to be unhealthy; the wheat was 'sick.' He late r moved to a farm about three miles south of Newark; he purchased large t racts of land in that area. He built a fine brick house on this farm. T he house was still in use in 1942. Here he spent the rest of his life. H e died 5 July 1844 and was buried in the Baptist Cemetery at Van Burent own....."
"This county contains a mixed population; its inhabitants originated fr om Pennsylvania, Virginia, New Jersey, New England, Wales, and Germany. A mong the early settlers were ............. Samuel Parr................. Newark, the county-seat, .......The first hewed-log houses were built i n 1802, on the public square, by Samuel Elliott and Samuel Parr."
