Francis was born in Canada and eventually relocated to northern California where she married Solon White Drew and had four sons. Solon was killed in a mining accident. She subsequently moved to San Francisco looking for employment. She opened a small ice cream parlor, but it failed.

She later married Hans Jorgen Rasmussen and had two sons, Russell Murdock Rasmussen and George Leslie Rasmussen, and a daughter, Vera M. Rasmussen, by that union.

Francis was buried next to her first husband, Solon Drew, in Copperopolis under the direction of her son George Rasmussen.
