Son of Benjamin Franklin and Rose Ann (Newkirk) Hays. Joe married Christine Schad on August 12, 1906 in Morgan County, Missouri.

Joe was a carpenter and contractor; he worked with his brother, Frank. They helped build the University of California at Berekley.

Although he and Christine lived most of their adult lives in the San Francisco area of California, their last years were spent with their daughter, Jeanne, in Pittsburg, Pennsylvania.
