MG Russel was a USMA graduate, class of 1887. His military career included the Spanish American War, laying underwater cable in the Philippine Islands and World War I, where he served as Chief Signal Officer of the AEF. He later became Chief Signal Officer of the US Army. Russel Hall at Ft Monmouth, New Jersey was named in his honor in 1934.
