Daniel Newton, father of Cherubusco Newton, was also a politician. He served in the Louisiana State House of Representatives and the Louisiana State Senate. So I'm thinking that is where the Honorable (Hon.) comes in.

Daniel Newton was a lawyer of ability and had a large practice in northern Louisiana. He became so well and favorably known that in 1858 he was elected to the lower house of the state legislature and in 1866-67-68 he was a member of the state senate. He was a Douglas democrat.
