Arthur was the son of Louis E.C. and Catherine (Mayer) Heise. He married Ida Evangaline Schmidt on 17 October 1921 in Wilmington, Delaware and had three children: Charlotte, Arthur Jr. and Betty. He was a WW1 veteran having served in Maryland's 110th Field Artillery Regiment. He reached the rank of Corporal on 22 November 1917. He was honorably discharged after the war on 2 June 1919. After the war he held various employment positions, the last being the manager of Jacobi's Jewerly Store in Baltimore, Maryland.
