Rex was the son of John Ballenger and Laura Belle Armstrong. He married Maude Montgomery, daughter of James Montgomery and Sarah Francis of Scotland, on August 20, 1914 in Allen County, Indiana. He was a lawyer and in 1918 was elected state's attorney. He died at the age of 42 years, 3 months and 29 days in Sharpsville, Indiana.
After his death Maude moved back to to Hartford, Connecticut and raised her family along with her mother Sarah where they are found in the 1930 and 1940 census records.
