He was issuing a traffic citation to a driver when another car, which was driving on the shoulder passing other vehicle, struck him and his motorcycle.
Officer Ortiz was pinned the wreckage and had to be extricated by the responding rescue crew. He was transported to Ronald Reagan UCLA Medical Center where he remained until passing away.
Office Ortiz had served with the California Highway Patrol for 28 years. He is survived by his wife, parents, and sister.
A funeral mass will be celebrated by Cardinal Roger Mahony for Phillip Ortiz at 9:30 a.m. Wednesday at the Cathedral of Our Lady of the Angels in Downtown. "Officer Ortiz served the people of California faithfully for 28 years and the public is invited to pay their final respects," says a CHP statement. "The Ortiz family and his CHP family welcome your attendance. Please arrive early as parking will be limited and street closures will be in effect around the area surrounding the cathedral.
The viewing will take place on Tuesday June 29, 2010.

Rosary: 5 p.m. – 6 p.m.
